It is clear that use of an exploit is an offence for which you can get banned / warned, and some examples are given. But a general description of an exploit is hard to find. The following is the only real description
Though we have made every effort to anticipate all the possible circumstances we may encounter as caretakers of the persistent world of EVE Online, there issues may arise that we had not foreseen. Our players are free-thinking, creative and sometimes crafty individuals who possess the ability to enter into situations or create scenarios unexpectedly. Therefore, this document should not been seen as all-inclusive, but rather to give our players a general idea of the guidelines we follow in dealing with these or similar cases.
Taking action against one of our players, particularly in regard to banning an account, is something we would like to avoid, but realistically must do in order to protect other players or the quality of service we strive to provide to our subscribers. When making a determination about how best to address a situation, our game masters conduct a thorough investigation of the incident in question, the seriousness of the offense and the userÆs previous history. Reprimands will be given at the GMÆs discretion and may vary from case to case, based on the aforementioned criteria.
So given that, it would seem anything is ok, unless it wasn't intended, and is considered serious.
So I can only conclude that things such as the old JIP camping and new mission camping are either intentional, or not serious. Also I know that it has been stated that the change corp tactic so your enemies get shot by Concorde is not considered an exploit. So that is also intentional, or not considered serious.
The problem with this is, unless we know how things are intended to work, how are we to know if something is an exploit There might be a few glaring and obvious 'exploits' but the mission refusal does not seem that obvious to me.
And if it is the respawning ships thing, what about those that have a genuine reason for leaving and come back with reinforcements
And was the camping of static mission points intentional I would have thought not, in which case is it not using a weakness of the mission system to gain an advantage
